Eve Air Mobility is pressing ahead with plans for U.S. air-taxi demonstration flights in 2028, even though it was excluded from the federal eVTOL Integration Pilot Program (eIPP). The company, majority-owned by Brazil’s Embraer, says the exclusion stems from ownership rules rather than any technical shortcoming, and it still expects to fly demonstrations before the FAA validates its type certificate.
Why Eve was excluded
The FAA’s eIPP was designed to let selected projects conduct limited pre-certification operations in real airspace, and it selected eight projects across 26 states in March 2026. Eve confirmed that it does not qualify because Embraer is its majority owner; the program restricts participation to companies not directly or indirectly owned or controlled by a foreign entity.
That leaves Eve outside the group of U.S.-based developers—such as Archer, Joby, and Beta Technologies—that can use the program to accelerate early operational experience. Still, the company argues its separate certification and demonstration pathway can proceed without the program’s operational permissions.
Eve’s alternative route
Eve is developing the four-passenger Eve 100 electric air taxi and has been testing its transition from vertical to forward flight since July. At a Florida event at the state’s SunTrax facility, executives reaffirmed a year-end 2026 design freeze and a goal of wingborne flight at 85 knots by year-end, while saying no U.S. demonstration aircraft is expected until late 2028.
The company is targeting public passenger-flight demonstrations in the second quarter of 2028. Florida is a central part of that plan: the Florida Department of Transportation is working to simplify airport permitting, and Eve’s SunTrax work is evaluating infrastructure, airspace procedures, and the passenger experience needed for future commercial operations.
What it means
Eve’s situation highlights a divide in the U.S. air-taxi race: some developers have a federal fast lane for early demonstrations, while others must rely on conventional certification, state partnerships, and later-stage validation. For Eve, exclusion from eIPP may delay visible U.S. flight activity, but it does not appear to have changed its core timeline for demonstrations or its pursuit of certification.
The practical takeaway is that paying passengers are still years away: demonstrations planned for 2028 would precede full commercial service, which depends on type certification, production approval, and operating authorization.
